Brick driveway without sand

I know the usual way to lay a brick driveway is to lay the bricks on sand.
We have a very large ant colony in the sand below our brick drive and have been recommended by peat control (who have no vested interest) that our best option is to relay the drive without the sand.

We would like to it keep brick as opposed to concrete / Tarmac / etc so is there a good option for laying a brick driveway that doesn't involve laying it on sand?
And for an area of about 20 sq m what sort of (ballpark) cost should we expect?

Blocks could be laid on 6mm grit if you can get it but its technically a little more difficult to do so you would require someone used to laying permeable paving where this technique is used more often.
