Brown water is it rust or acidic

Hi,
I was about to put inhibitor into my system when i emptied some of the water out of the system and came out as brown rust colour. So i tested the ph and came out at 3. It is a sealed system.

Does this mean there is a lack of inhibitor in it or does it mean there is still acid left in the system when the person did the powerflush?

if it is an old system it may have been rusty before the new boiler was fitted

if you mean that no inhibitor was added when it was installed, that will cause it to go rusty. It starts happening in minutes. Steel radiators plus water...

if you have reason to believe it is dirty you can give it a chemical clean before adding inhibitor.

A sealed system should not get very bad unless it has been leaking and/or it has been topped up with fresh water.
