If you ever use sugar soap you should always wash with clean water to remove the residue, painting matt over silk without the correct prep can cause the paint to blister, how many of these bubbles do you have.

we have an open plan living dinning area, and the blisters appear in only a few places in the livining room were i think smoke from candels or from the fire before i removed it has caused greasy areas on the ceiling. i read some were about using a trade primer before painting so it takes better??

Scrape back the blisters and apply a thinned oil based undercoat, when dry do any filling that is required and again when dry sand them smooth, then apply a thinned coat of emulsion over the filler, you should then be ok to continue.
