Bubbling / blistering paint

Not sure what I've done wrong.... ??

Living room had 3 walls of matt paint & 1 wall of lining paper. (Work done by previous owner)

Paper was coming off in places so i removed it all.
Under the paper, paint was silk.
Washed / Sanded off paste residue. Followed by further sanding to kill shine on walls.
Filled holes then sanded flat.

First coat of dulux matt finish................. No problem.
5 hours later,
Second coat of matt................BUBBLES!!! (sorry, no photos, but it really is like blisters in a dozen or so places)

Its not just the paint I've put on thats bubbling. Its the silk paint below it.
Found a bubble in a discreet place, cut it, and its come right off the plaster beneath!

Any ideas as to the cause?
Or indeed the remedy?
Need to put another coat on and I'm loath to do it while its like this....

Silk can be a pain. Best bet is to roller on a cheap bog standard oil based undercoat. This stops the moisture in the matt from making the silk bubble.

What about the existing blisters?
they have flattened, but not right back to the wall.

There's not a lot you can do with those. Try and put an pin hole in them to see if there's trapped air.
