Bubbling paint

Can anyone shed any light on why the paint is bubbling.
4 year old house. We have re-painted various rooms and we get huge bubbling and in some cases can literally peak the paint off like elastic.

Have you painted a matt over a vinyl paint?

We had house painted I guess in Matt. We have switched to vinyl on advice of decorator.
We have had issues in two bedrooms one of which was Matt in Matt, second was vinyl on Matt today.

What's behind the bubbles?

If it's bare plaster, it means a mistcoat wasn't used in the very beginning.
