Depending on your ground it could be anything try 500mm and see what happens.
You can use dense blocks for external walls. Or better would be unrendered frost resistant brick.
 
I would not recommend rendering garden walls in this country/climate. Looks great in magazines and is more suited to south European climates.

We built small walls to make some raised flower beds that were then rendered, we dug down 500mm to solid ground as it's all clay around here. We then built the walls 4 blocks high with breeze blocks and rendered and painted them they've survived 2 winters so far with no ill effects
