Building a part retaining wall for an extension

Hi All


Building control are suggesting the proposed cavity wall be part retaining wall.Does this mean that this cant be a standard 100mm skin Class 2 engineering brick build.I was wondering if a block construction would work, the difference in levels is 600mm. BC are concerned that if the neighbours wall collapses, it will affect the foundation we are trying to build.

One option provided by the builder is to use hollow blocks with a 16mm rebar inserted and filled with concrete, block laid as 215mm and then 100mm block next to it to make it 300mm. the second option is using the detailed design seen below which is a standard cavity wall but the section below the retaining wall filled with concrete. Not sure which is the best solution here
