Building a side garage/shed

Hi, I’m thinking of building a small side garage/shed (2m wife x 5m long) attached to my house and I’ve got a couple of questions if anybody can help me out please.

As I said it will be attached to my house, but where it will be built, there’s a rain water gully and a soil stack. Will these need to me moved or can the existing pipes just run through the roof of the new garage and stay where they are?

Also will I need to submit any plans to the council for it to be built? I’m pretty sure I don’t need planning permission.

The existing drainage can be retained and boxed in if required.
