Building Inspector Not Sticking to The Submission

Imagine a door between two rooms. One room is a garage. The other room is a kitchen. Hey presto!

I don't see why the entire project needs approval, it's daft. For one I could have started the extra bits a year later. I might not have known they were being done. Fine on a second submission, that's what I'd expect. Not that you need building control for them though...
Yes you do need Building Regs for them. Skylights do. A new door between the house and the garage will do because it is an alteration that affects fire safety.
If the BCO is willing to add them to the application you have running for the RSJ then he is doing you a favour.

Almost all building works require approval, either via a building notice or full plans.
The only time they are not is if they are carried out by a member of a competent persons scheme (in which case the notification is done via them) or it's one of the very specific items listed in Schedule 4.

Adding a door where there was no door before is notifiable.
Installing skylights whether they are entirely new or replacements for existing ones is notifiable.

If you invite someone from BC to your property you can hardly expect them to totally ignore works which are going on. They are there to inspect, whether or not you have described the works correctly.
 
Are you installing new rooflights forming a new opening in to the roof or replacing existing rooflights?

That Fakro link it just plain wrong, they don't even know the difference between Building Regulations and Planning Permission.
