As far as the maximum height from floor level to openable area of egress windows is concerned it was 1100mm in 2015, and back in 2008 as well as far as I can remember.

It's building regs inspector that is bringing this up. I've learned more over night and it sounds like he's raising points that aren't now relevant.

Why would BCO raise points that aren't relevant You need to ensure you are covered for means of escape in case of fire in my opinion as well as all other fire safety issues.
