On the old BC application forms, there used to be a question "Do you wish to have a Completion Certificate at the end of the works?", but this was taken off a looong time ago. I'm hoping the OP isn't referring to this. Or they're referring to the fact in their mind, they have completed the works, but BC will not issue a certificate. If so, that's not something BC is "compulsory" but is more of a relevant and important document for you/future homeowners to confirm the works were carried out in accordance with the building regulations.
