It costs you nothing.

You wrote to the owner with your complaint and hey presto you have a dispute.

For good measure, you do the same to the estate agent.

i did think about speaking to the agent as they would have surely seen the damp as paint and woodchip wallpaper are coming off the walls. I'm going to ring the owner tomorrow and let them know I plan to go down the dispute route and will inform her estate agents.
 
Bare in mind that your 'dispute' had to be relevent to your property. You can't complain about the damp inside their property.

You can suggest potential breaches of statutory regulations though - planning, b/regs, HHSRS, environmental regulations etc.
