Built in macerator?

I'm currently staying in a hotel in Swansea...jokes not required lol...anyway the bathroom has what appears to be a duo-flush loo. The larger part of the button flushes the loo, however when the smaller button is pressed there is no flush and just a whirring sound of a motor running. Is it a macerator or some other feature although I can't think what? Not seen this before. There's no mention in any of the several notices stuck on the tiling.

Are the button side by side and does the small button also cause water to flush ?

Two options for the little button.

[1] it starts a full flush which is enough to trigger the mascerator to pump out. The half flush from the large button not being enough to trigger the mascerator on a single flush.

[2] it is an electrical over ride to start the mascerator. ( I have seen this in an apartment in Paris ).

or it could be something else. Welsh plumbing can be a little unconventional. I married a Welsh lass and found some odd plumbing in houses there. A newly refurbished hotel in Aberwystwyth had the toilet cisterns fed from the hot water supply.
