Bulging Wall

I posted in another forum about plastering I had done taking a while to dry. Basically there was a window here which was bricked up and plastered however on closer inspection, it seems to be bulging next to where the bottom of the window was. I’m not a plasterer but I’m pretty sure walls should be relatively straight? What do I tell the builder who did this? I have attached photos. I was planning to paint it but it will annoy me. Is this relatively normal or am I being fussy?

it’s not acceptable by and standard.
your surfaces should be at a minimum reasonably flat and perfectly smooth.
what type of property is this ?
I’d have insisted it was all chopped off or lined before skimming it.
