Buried cables, RCDs, new CU.

I can understand that viewpoint, but how can it work in practice? How exactly is the person who has been engaged just to do a DB change meant to know which circuit(s) (if any) involve cables buried <50mm in walls (and without earthed sheaths or mechanical protection), hence requiring RCD protection per current regs??

In fairness it's no different to the fact that you can't necessarily prove that they haven't buried a 1 metre section of 1mm^2 cable connected to the 10mm^2 on either side of it. But you aren't going to assume that and put in a 6A circuit breaker.

It should be pretty obvious however that cables might be concealed without earthed metallic protection. It's not usually terribly onerous to demonstrate that this is what has been done.

Again true, but is that "might" actually all that different from the implied "might" in your previous example above? Do you feel that a requirement to provide RCD protection in the DB exists if the cabling "might" require it?
It's not usually terribly onerous to demonstrate that this is what has been done.
It would usually be easy enough to ascertain whether the wiring was in metal conduit, or if the cable had an earthed sheath but, beyond that, I'm not sure what investigative measures you would have in mind.

And by not perversely behaving in a deliberately obtuse way in order to prolong a pointless argument for childish self gratification.

If you really are unable to understand how someone might exercise such skill and care, if the concept of what they might reasonably do is beyond your grasp, then please withdraw from this topic for you are adding nothing.
