Burnt ceiling rose

I mentioned this in another thread of mine, but it wasn't the main topic.
Opened my ceiling rose yesterday and found this (burnt wires I presume).
Is this something I can replace, I understand how everything is connected, but could there be damage behind the rose?

Is that really burnt?
Could air pressure differences be drawing dust and dirt down and out from the ceiling void?
I would turn the power off, undo the rose from the ceiling and draw it out slightly from the void.
Give the cables a wipe and see what it looks like.
...maybe with a dust mask on!
