Burst pipe leading to outside tap.

Hello,

I have an outside tap. Each year I turn the water suply off to it from inside the house and open the tap outside. However, the water never came out (which puzzled me) and I closed it again. When I turned the supply on again this year there was a burst pipe leading to it. I have since been advised that a vacuum stops the water coming out and that I should have left the tap open and the water would eventually have made its way out.

Is this correct? (Don't want it to happen again.) Or, is there anything (suction?) I can do to remove the water from the pipe which leads outside and is therefore vulnerable to frost?

Fit a drain cock, after the stop tap, and check valve, if you have one, at the lowest point possible, inside or outside
