BUSTED!... Mains Water Stop Valve....BUSTED!

My mains water stop cock or Isolation Tap is busted! (This is the one that comes in the house and is located under stairs) I can only isolate the water from outside via isolation tool, but this is a pain! My Question is, Is this something the water board should do for free or is it my responsibility? if so i am competent DIY'er and was wondering if this is something i can do? and what tap or valve can you recommend that doesn't seize up? Just put a new tap above the old one.

Put a full bore lever valve on.
