buying a house? possible extension?

Hi,

I'm planning to buy a house. But I'm not sure whether its possible to extend garage or not as it came bit forward as shown in the picture.

Do council give approvals in these cases?

Were that my place, i'd extend the house sideways possibly with a wraparound, and possibly under permitted development, then demolish that eyesore of a garage.

Need to see more of the street really, give a streetview link?
