bypass valve

Hi can anyone give the correct answer here? i have been having problems with my heating and an engineer came in and closed the bypass valve at the megaflow tank next to my pump, should this valve always be closed or should it be opened up again, if opened will i lose pressure ?

as you may have misdiscribed the item please post a picture of said item as it may be a mixing valve if fitted to cylinder.
a bypass valve has numbers round it normally (1-6 is usual) the lower the valve is set the greater pressure is needed to open it (automatic operation) it would be unlikely to need to be shut completely.
