Can this sort of cable be used to supply an outside light fixed to a wall?

It doesn't say "external use"

It says "This cable is used in large domestic appliance, washing Machines, heavy duty extension leads etc."

PVC degrades through frost and sunlight (UV) effects.

best suited with NYY-J or Hituf cables if the cable is going to to run externally.
If the cable is going directly in to the enclosure through the wall, without being subjected to the outside environment T&E will do.
