just put in new wiring for 2 toilets and have run the cables up in the false ceiling, do the cables have to be secured to the roof, run in condut, or could I just use cable ties. run is about 15 feet.

How ever you want, as long as they do NOT sit on the ceiling tiles, and you comply with the maximum spacings for the cables as per bs7671 
Clip them to the 'actual' ceiling would be the best bet for a couple additions like this.
