Call for heat

I have recently moved house and the CH system appears to be:

a: very old
b: not working

I have a Baxi inlet 3 50/6 backboiler, wickes rw8200cw controller and (now) a drayton RTSI room stat.

The problem is when either HW or CH is turned on at the controller the boiler does not take any notice of what the room stat is asking. The stat has power and I can hear the click as the temperature threshold is passed, but no whooosh from the boiler. However, I can get the boiler to fire up if I change the cylinder stat on the HW tank. I am only a beginner and think that either the controller is duff or more likely the wiring to/from the controller and boiler.

Am I on the right path?
