A departure from BS7671, but apart from that it looks ok. Are they 2.5mm² conductors?
 
Well i had assumed 1.5mm. I also assumed it was three core and earth with cpc cut off. So i took a quick picture. i will double check tomo i have never seen three core 2.5 with no cpc before.
 
It does look larger than 1.5 in my opinion, but very difficult to tell.

I would say the earth has been snipped. 2.5mm 6243Y is available, not particularly readily though.

To be picky, it is not just the fact the earth is not idented that does not comply, but also either the neutral or live would need some ident sleeve too. In reality, you would not do any remedial to this (it would be a C3), assuming 2.5mm.
 
There was also a Merlin Gerin breaker fitted to a GEC board. The merlin is a lot shorter than the GEC breaker and hadnt made a decent purchase on the buzzbar so when i pulled the lid off cu the breaker came out.
The circuit it supplied was a newly installed radial however there were two ends in the breaker.Not to mention he had pulled the cable in to short and joined it with a choc box outside the cu.
 
Saw this style of cable only last week, on a lighting circuit thought it was 3 core with the cpc cut out but on further investigation there wasnt one!! could only sleeve to suit as only a light fitment change
