Can hollow blocks be used for structural 2 storey builds?

I seem to remember someone on here a little while back saying hollow blocks cannot be used for structural purposes, i.e. 2 storey buildings.

Im currently building a garage out of 6 inch hollow blocks but shall probably fill the hollow section with concrete. Im wanting to maybe in the future swap the flat roof out for a pitched roof and have some attic storage space, possibly with enough headroom in the middle to stand up. Will the blocks im using be ok for this?

8 inch hollows get used for basements and multi story's

As above; many two-storey house were built in the 1940s - 1960s with hollow coke-breeze/clinker blocks.

Just left hollow; waste of time filling them, and not necessary for the loads involved.
