Can I block the vent

So much cold coming into cloakroom/boiler room, the vent is behind the door and goes under the stairs, I either want block permanently or put a vent over it and open in winter, the whole of the hallway gets cold because of this.

Tried putting photos in but won't let me.

It may be a vent required for the boiler safety?

Been fitted for years, had a old boiler back of the fire in the living room, was no boiler there when I moved in, I had it fitted in there was just a cloakroom
