Can I build a two story sunken extension against this?

Hi Guys

Title says it all - this is the property:-

I'd like to extend the living space and add a master bedroom with en-suite. the dining area is already about 3ft above ground level. Given that, would it be possible to extend out from there on the same level, and also add a basement level below that?

Are there any cost implications?

Any better ideas?

I should probably add that I want to replace the roof of the dining area as well - that bit should be tiled for sure! Possibly even remove the old extension there and extend the basement area under there as well?

Pockets are fairly deep, to be honest, the last year went well for me.

Would a single story plus basement extension fall under permitted development? I can't work it out by reading the websites. An 8m extension is possible from the original house, so if I took out the dining area I could replace it and go out 8m, plus add a floor below, right?

Any ballpark cost estimates?
