Can I cut the bolts on this toilet frame?

I want to get the frame as close as possible to the wall but I have a few mm sticking out at the moment which will then make tiling an issue, so I'm wondering if I can cut the bolt to the size I need? As shown in the picture, it'll only be a few mm and the nuts go on the inside of the bolt, so the excess sticking out isn't doing anything or has any use.
