Can I cut these phone wires?!

That is an extension socket feeding another extension I assume. If you have no intention of using the phone there or where it leads to then cut away. If you find the master socket which should be slightly bigger you could disconnect them that end to. The front plate of the master socket will have the extension cables connected to it.
