Can i extend an existing wall upwards

Hi all, i have a front door area on a 1930's house that i don't really use. I am hoping to turn it in to a downstairs toilet. i have a new patio door that will act as a substitute means of escape (along with a back door). My hope is to build up from the existing wall using concrete block and render it like the rest of the house. It would be good if i could extend the garden wall upwards; is there any way of checking if the existing foundations are adequate for this (to square with the house part of the new all would have to site on what is now a step)see pic
