Can I gravel over tarmac driveway?

There's no sinking so I assume the current base is sound. It's just patches of surface tarmac that is starting to look a mess.

Can I simply lift the top surface of tarmac and then spread gravel over the whole lot?

All of the quotes that I have had, have included for digging down 10" first etc, etc.
