Can I hand sand floorboards?

OK, my tools arrived today. Started removing carpet grippers.... Got to that corner.... Floor moved. Took up 3 parts of floorboards, where they were already cut. Rotten underneath. Both the wood that supports the floorboards, and the wood that sorts that! Photos to follow. Spanner in works.
 
Right, this probably calls for a new thread...
