Can I lay laminate floor directly on polystyrene insulation?

I am planning to lay a laminate floor to finish off garage conversion which has just a concrete floor at the moment - the floor itself is level but I need to insulate it according to building regs.

I am planning to use 50mm polystyrene sheets as insulation but can I then just lay laminate directly on top of this or will I need some chipboard over the polystyrene and then put the laminate on top of that?

assuming your talking 9mm laminate rather than 18-22mm then no as its cladding and not structural
you need a minimum 18mm ply or 19/22mm horrible water resistant chipboard flooring
