Can I paint over this?

I am a new house owner (my first!).

The heated towel rack has painted pipes leading into it, but these bits pictured have not been painted. Can I paint over them or is there a good reason why I shouldn't?

If I can, what kind of paint should I use? Thank you!

You don't paint those bits, you only paint the copper pipes.

Just looks naff painted, and liable to get damaged when that valve is isolated with a screwdriver.
