Can I remove this regular type Kitchen Vent?

Property built around 1976. It is built on a 9 inch concrete raft
(because of type of land it was built on).

We have been here 12 years.
Every winter we have the same problem, the kitchen gets very cold.

Just above the DPM on the kitchen wall is a regular plastic vent.
The is where the wind blows in (exposed location).

We had a new gas boiler fitted this time last year, but the boiler
before (as the new one) doesn't have to have ventilation.

My question - because the floor is not laid on joists is there any
reason that I cannot block of this vent?

if you are sure that the boiler or gas stove/hob does not need a vent then block it up. One easy way is to replace the front with a hit and miss ventilator and close it.
