can side hung hinges be used in top hung windows

I have a building regs requirement to make windows as fire egress ones ( further open to 0.33 mtr sqr). I have top hung windows and I am unable to find fire egress hinges for the same. Can I install side hung fire egress hinges on top hung window??

I shouldn't think so, egress windows that I have seen usually have no friction adjustment on them it would not stay up.
Man you would need to be a fair size if you couldn't get out of those windows with flames licking your bum!

I dont have a problem with the existing ones, its the Building Regs
