Can the water pressure supply to the street increase?

Silly question but just lately I can now hear the water running through the pipes to fill our WC. Also, when it’s quiet like it is right now in my house, I can hear the water running through next doors pipes when presumably Their washing machine is filling and last week, a water pipe burst under the pavement near me. Just wondering if all this has come about because of an increase in water pressure?

Highly possible if an old iron tube (partly blocked with years of crud) has failed & the water board have replaced it entirely rather than patching it.
Or could be air still trapped in the supply pipes?

no expert but just a though

they have used a stopcock and not opened to the same point causing more resistance more noise or opened more causing greater flow ???
just a thought
