Can these problems be related ?

A friend of mine's flat has got two plumbing problems at the moment,
1)the elec shower pump keeps cutting out
2)the cold water tank seems to have "hot" water in it
Could these problems be linked ?
All suggestions gratefully received

Yes. If the elec shower overheats it could shut off to stop you being scalded. If it's getting HW in, it could easily overheat.
SO why is that cistern hot?!!!

But the elec. shower`s off the mains , surely Maybe it`s just the immersion heater (in the hot cylinder) thermostat stuck on.....I accept that Chris is usually right., but .
