Can you put outdoor porcelain tiles over existing outdoor concrete

Hi all as per the title. Looking to put down some porcelain tiles in the front garden, the builder who can said the existing concrete doesn't need to be removed and they can place directly on top.

Is this correct?

I always thought the concrete needs to be removed and hardcore putdown,

Yes, porcelain can laid on top of concrete with outdoor tile adhesive no problem

well that is a separate issue you need resolve, it only needs enough thickness of adhesive to take up any unevenness in the concrete. try and have a close look at the walls to look for a course that is a slightly different thickness to the ones above or below it, that might be it.
