Cannot control Under floor heating

I have recently had a Polypipe hot water underfloor heating system installed, which runs independently of the central heating radiators in the rest of the house (although they share the same Baxi Boiler).

The problem is that the under floor heating will not respond to the wall Thermostats settings and is constantly ON. The Thermostat is a Siemens RDE 10.1 M3035. Wiring is 3 Terminal, Live, Switched Live and Neutral. The Thermostat is only there to control the underfloor heating.

The boiler is a Baxi Platinum Combi HE. There is a Polypipe Zonal Regulation Unit (ZRU) to connect into the existing system.

Is the problem at the Thermostat end or the ZRU end?

well if its recently installed get the installer back to look at it, he's best placed as it could be a few things, motorised valve,thermostat, etc
