Cannot turn off one radiator

Hello
One radiator in my house is always hot even when the TRV is turned to 0. If you turn it to 5 it is boiling. When the central heating is off then this radiator is cold. The rest of the radiators works as expected, i.e. if you turn the TRV to 0 it becomes cold.
I've taken the TRV off and checked the pin, it is not stuck and can be pushed down. Does this mean that the TRV needs replacing?
The radiators, vales, boiler, central heating, etc are just over 1 year old.
Any help you could provide is appreciated.

Is the TRV sensor head screwed on correctly, if it is swap the suspect sensor hesd with one that you know is ok , if the offending rad now works but theone you swapped the head for doesnt then you have a faulty sensor, if everything is still the same you have a faulty valve
