We have a 1-yr old Alpha CB24 combi in a 3rd floor flat in an old building. The pressure gauge read below the green at 0.60 bar when cold, so I went to top it up using the filling loop. The needle gets up to 0.75 bar but will rise no further. When installed, the needle was well within the green. Any advice?

When you turn on the cold tap in the kitchen, do you get poor water pressure ?
It sounds like this might be the case i.e. your cold water mains pressure is 0.75 bar.
That is very low but not unheard of...
