Many thanks Space cat. If I understand it my dead cables are gaining a tiny voltage from the cables that are live?? Is that an inductive field and if they were 12 inches apart in their installation there would be nothing on the neon?

Correct. Actually a brush jammed in it's holder, so no discharge path for the capacitor in the spark/RF supression circuit other than back through the mains plug (and me :shock: )

That's a poor choice of words but yes. The live wire has an electric field around it which induces a charge on the isolated wire. If you put them 12" apart the induced charge will be too small to light a neon but you might still see something on a good multimeter.
