Capping v. Conduit

Just been look at how some of my cables enter the back boxes,
The cables are run in capping and are not clipped direct to the wall.

When it comes to derating why is capping classes as clipped direct when it more resembles Conduit?
 
It's will be because the heat can still dissipate into the building material wall side of the cable. As it's only enclosed one side.
 
OK i can accepted that if the cable was made to be in contact but the space is quite vast and the cable looks to hang,
But wouldn't metal conduit be a better conductor.

Now i do know the regs to the T but isn't they something about if certain amount of length of cable then you do have to consider derating anyway
 
If cable length is excessive and the voltage drops beyond the permitted percentage, 3% lighting and 5% other circuits. Then the cable CSA should be increased.
