What's the regulation on cavity closers?

Is it a must that they are installed on the horizontal part of the open cavity of a door and window as well as the verticals?

In case I need to fight this corner, would you mind pointing me to the building regulation which covers this, just in case I get a 'you don't need them on the cills'.

There is no specific regulation covering the closing of cavities. You may find something in Robust Details covering it.
