cavity wall insulation with hanging tiles

Hi - basically had British Gas out today and they said they could not offer cavity wall insulation as we have hanging tiles round the whole house on 1st floor. Two storeys, tiles go to roof. Any advice as to what we can do - without costing the earth? i.e. do we have to take off the tiles? Can we insulate from inside? The upstairs of the house is always colder than the downstairs, and the external walls upstairs are always very cold to the touch. Just wanted some thoughts please on what our options are now we've been told no chance of getting free wall cavity insulation!! Thanks! Amanda

Can you post a pic of the outside? From your description it sounds like you may have a Mansard roof but tile-hung properties can have different types of wall construction behind the tiles, hence why BG won't insulate. A pic might help to advise you further.
 
Do you know that you don't have insulation at the moment?
A friends property has tiled upper half but already has cavity insulation.
