cavity wall insulation with poly-backed blocks?

Hi. It's not strictly DIY, but my property has poly backed blocks on the inner leaf of the cavity, and i'm struggling to find an installer who can warrant the installation of insulation.

The cavity is otherwise fine for installation.

Has anyone come across this before and successfully found a solution?

ok, sorry.
the outer wall leaf is brick, and the inner leaf is blocks with about 1" of expanded polystyrene bonded to it.

so inside the cavity is brick on one side, polystyrene on the other, and about 100mm of cavity in between.

I want to fill the cavity like normal, but CIGA (cavity insulation guarantee agency) won't guarantee it.

Has anyone any experience of this situation? it must be pretty common in houses 10-20 years old...
