Cavity Wall Insulation

We recently called the Energy Saving Trust to see if we could get free cavity wall insulation, and they were very helpful and arranged for a visit from EverWarm today.

We've just had a chap out from EverWarm who said that they couldn't install Cavity Wall Insulation due to the following:-

Our house construction type is external brick, with internal breeze block, and cavity inbetween.

The existing cavity in between currently has a sheet of cavity board in it, however this cavity board only fills part of the cavity leaving the remainder of the cavity empty.

However, they could not pump the cavity wool into the cavity as it might loosen the cavity board and if this happened, there is a risk of damp.

Is this correct or have they just fobbed me off?

Partial-fill cavity boards are poor at the best of times, as it takes care to fix them properly, and the bricklayers often don't fix them as well as they should.
As the consequences of failure can be expensive, I'd be inclined to leave well alone.
