Cavity Wall Insulation

Hi,

Am I right in saying that getting a grant for cavity wall insulation is based on the earnings of those paying the bills and not the landlord?

If up to the landlord, how can I get this done in the cheapest way possible?

It's a mid-terraced three bedroom house build in 1965.
