Ceiling hooks for hanging rail

I would like to fix a hanging rail that hold pots and pans to my kitchen ceiling.

The ceiling is plasterboard, which is approximately an inch thick.
What would be the best way to secure the hooks to the ceiling ?

find the joists and screw directly into them or...


use toggle bolts and fix them to the ceiling with a clean maybe decorative piece of wood onto the ceiling and then screw hooks onto the wood
